Authorizes the commissioner of motor vehicles to impose higher civil penalties upon motor carriers who fail to report to the commissioner of motor vehicles certain disqualifying violations by bus drivers employed by such carrier.
Provides a tax credit to corporations that purchase qualified green construction equipment equivalent to thirty percent of the total expenses incurred during the taxable year in purchasing such equipment.
Establishes a tree removal and emerald ash elimination credit; provides that the aggregate amount of tax credits allowed in any calendar year statewide shall be ten million dollars.
Establishes certain offenses based on homicide due to criminal sale of a controlled substance; establishes the offense of criminal sale of a controlled substance to a child in the first degree; expands the definition of controlled substances with respect to certain offenses; increases the felony classification of certain controlled substance offenses; includes electronic prescriptions and blank prescription forms in the definition of certain controlled substance offenses.
Increases the penalties for assault on police officers, peace officers, firefighters and emergency medical technicians causing physical injury or serious physical injury.
Establishes the zero-emission industrial trucks grant program to be administered by NYSERDA, to encourage the purchase and lease of zero-emission industrial trucks, class I to III.
Allows an individual taxpayer to claim a credit against their income tax for excess premium paid during the applicable tax year for flood insurance providing coverage on the taxpayer's primary residence; authorizes the commissioner of taxation and finance to promulgate any necessary rules and regulations.
Requires a commissioner of a board of elections to meet certain qualifications before their appointment which shall include, but not be limited to, the qualifications prescribed by section three of the public officers law, and demonstrated experience in election administration or other management, operations, or administrative experience in the public, non-profit, or private sector as deemed sufficient by the board.
Creates the criminal justice infrastructure investment grant program which provides grants to municipalities, courts, sheriffs' offices and district attorneys' offices to provide software and hardware to assist with discovery, speedy trial and bail processes.
Relates to prevailing wage requirements applicable to brownfield remediation work performed under private contract as it relates to certain remediation activities, for sites that are seeking or have received a determination that the site is eligible for the tangible property credit component of the brownfield redevelopment tax credit, and the work is paid for in whole or in part by public funds.
Requires all state and private agencies with mandatory reporters of incidents involving vulnerable people to retrain all staff on reporting to a 9-1-1 operator and the county district attorney's office and state and private websites; requires written materials to be updated.
