Directs state agencies to adopt an embodied carbon decarbonization program; requires the office of general services to continue to issue operational directives and guidance for common construction materials to reduce the amount of embodied carbon in such materials.
Authorizes the New York state environmental facilities corporation to award grants and loans to community water systems and non-community water systems for water quality projects that relate to the removal of perfluoroalkyl and polyfluoroalkyl substances (PFAS).
Provides that in order to present the claim for unjust conviction and imprisonment, claimant must establish by documentary evidence that: they has been convicted of one or more felonies or misdemeanors against the state and subsequently sentenced to a term of imprisonment, and has served all or any part of the sentence; and they have had the one or more felonies and misdemeanors dismissed with prejudice following serving all or part of the sentence; and their claim is not time-barred.
Exempts multi-service health clubs from the provisions stating that no contract for services shall require payment by the person receiving service or the use of the facilities in a total amount of three thousand six hundred dollars per annum.
Prohibits the manufacture, sale, or offer for sale of a decorative or facsimile license plate of a size, shape, color and design which is substantially similar to a license plate issued by the department of motor vehicles, such that such decorative or facsimile license plate appears to be a license plate issued by the department of motor vehicles.
Enacts "CJ's law" in relation to increasing the penalties for leaving the scene of an accident without reporting where such accident resulted in the death of a minor to a class C felony punishable by a fine of not less than four thousand nor more than eight thousand dollars in addition to any other penalties provided by law.
Increases the number of entities to whom the New York state energy research and development authority must submit an annual report; requires the report to include a brief summary of all proceeds collected and administered by the authority pursuant to an order of the public service commission or pursuant to regulation, including, but not limited to, assessments, fees, taxes, transfers, corporate income or surcharges imposed on energy consumers or power generators.
Enacts the "New York state agency BIPOC asset management and financial institution strategy act" to ensure the promotion of equity, diversity, and inclusion within the state pension system and the New York city pension system's investments by mandating a minimum allocation of assets to BIPOC asset managers, BIPOC financial institutions, and BIPOC financial or professional service firms; addresses disparities in investment opportunities and fosters economic growth within BIPOC communities, aligning with best practices in investment management and bolstering the financial well-being of New York City and state and residents thereof (Part A); directs the comptroller and the commissioner of taxation and finance to undertake a study on the feasibility of establishing a venture capital program within the common retirement fund and a venture capital tax credit to ensure equitable access to investment opportunities, and foster the growth of emerging diverse founding member businesses (Part B); relates to fair investment practices by investment advisers within the state of New York (Part C).
Requires further source separation of certain waste which is eligible to be redeemed under the provisions of the environmental conservation law relating to beverages which are redeemable for cash in cities with a population of one million or more.
Requires the department of parks, recreation and historic preservation cut down trees within two weeks of receiving notice whether it was received through 311 or the department's webpage.
Prohibits a developer from using or displaying the seal of an architect or landscape architect on the developer's plans unless such architect or landscape architect has overseen and approved the development and creation of the plans; provides penalties for violation; and provides an enforcement mechanism.
