Enacts the "Joseph Fletcher act"; permits certain claims by essential employees for compensation based on death due to COVID-19 which were previously denied or not timely filed.
Requires school boards to make the final decision on whether to keep, remove, or restrict access to an instructional material in a school library; establishes a review process for formal complaints concerning instructional materials that are the subject of complaints.
Relates to the convening of a human services employee wage board; requires the commissioner of labor to convene a human services employee wage board comprised of twelve members; requires the wage board to hold hearings and report and make recommendations to the governor and legislature no later than December 31, 2023.

Expands the definitions of surplus agricultural products and processed products for the purposes of the Nourish New York program to include certain milk and other non-alcoholic farm produced beverages.
Authorizes the commissioner of health to adopt policies to exclude certain non-recurring items from income that would artificially inflate the availability of funds to meet current needs relating to eligibility for the program for elderly pharmaceutical insurance coverage.
