Directs the public service commission in consultation with NYSERDA to conduct a full cost benefit analysis of the technical and economic feasibility of renewable energy systems in the state of New York and to compare such directly with other methods of electricity generation within nine months after the effective date and every four years thereafter.
Allows retired state police officers to serve as police officers for local police departments without diminution of retirement benefits; empowers the superintendent of state police to approve such service.
Establishes October 7th as October 7th remembrance day to honor the victims of the October 7, 2023 attacks; declares October seventh as a holiday for students in the public schools of the city of New York; requires the chancellor of the New York city school district to provide instruction of awareness of the October seventh remembrance day to students and professional development training to teachers; requires the division of human rights to establish a statewide campaign for antisemistism prevention; makes related provisions.
Prohibits the elimination of building systems or equipment used for the combustion of fossil fuels, including, natural gas, propane and fuel oil in new building construction.
Requires that any rules or regulations promulgated by the department of environmental conservation pursuant to the climate action fund are subject to a vote of the legislature and must be approved by a majority vote prior to implementation.
Allows the state and city university of New York system to offer college credits to prospective students based on such prospective student's performance on the regents examinations.
