Relates to the determination of the status of an interim multiple dwelling unit as a protected occupant's primary residence by the loft board or a court of competent jurisdiction, or by registration of with the loft board; provides factors for consideration for such findings; restores certain landlord-tenant relationships severed prior to the effective date.
Enacts the "construction insurance transparency act" to require insurers providing coverage for liability under the scaffold law to report, on an annual basis, to the superintendent of financial services relating to its finances and claims paid thereunder.
Enacts the "PFAS discharge disclosure act"; requires certain SPDES permit holders to conduct PFAS monitoring and disclose the results from such monitoring.
Prohibits the participation of certain animals in traveling animal acts; prohibits the department of environmental conservation from issuing permits or licenses allowing participation of certain animals in traveling animal acts; excludes certain permanent performing institutions; imposes a civil penalty not to exceed $1000 for a violation.
Requires a pharmacy benefit manager to pay a participating pharmacy at minimum at the national average drug acquisition cost (NADAC) rate, or at the pharmacy acquisition cost rate if greater or there is not a NADAC rate, plus a professional dispensing fee that is at minimum the professional dispensing fee paid under the state medical assistance program.
Authorizes practitioners in institutional dispensers to dispense controlled substances as emergency treatment for use off the premises of the institutional dispenser; authorizes practitioners to dispense controlled substances for use in maintenance or detoxification treatment to an addict or habitual user.
Relates to orders of protection with respect to companion animals; provides further protection for pets by authorizing the court to order a party to either relinquish a pet or to refrain from any contact with a pet.
Enacts the "media literacy act"; requires teachers and library media specialists to complete professional development related to media literacy education; requires a school library media specialist in each elementary, intermediate, middle, junior high and senior high school; directs the commissioner of education to appoint a media literacy advisory committee to study the teaching of media literacy; creates a media literacy advisory committee to annually review policy and procedures on media literacy.
