Requires the department of health to publish a report on the incidence of tick-borne illnesses annually on the department's website; requires the department to submit an annual report to the governor and the leaders of the legislature; requires the superintendent of financial services to review the status of health insurance coverage for the treatment of Lyme disease and other tick-borne related diseases and to submit a report to the governor and the leaders of the legislature.
Requires every board of elections to employ a minimum of four full time employees in addition to the appointed commissioners within four years and shall employ two of those full time employees within two years; and two additional employees for every twenty thousand active registered voters beyond forty thousand active registered voters.
Authorizes the attorney general to approve certain state land acquisitions made for the purposes of land conservation, and to accept a title policy from a commercial insurer to cover any title defects that would otherwise render the title unmarketable.

Increases the minimum wage outside of New York city and the counties of Nassau, Suffolk, and Westchester; repeals certain provisions of law relating to exceptions to minimum wage increases.
Establishes the "tenant opportunity to purchase act"; prevents the displacement of lower-income tenants in New York and preserves affordable housing by providing an opportunity for tenants to own or remain renters in the properties in which they reside.
Excludes a production using artificial intelligence or autonomous vehicles in a manner which results in the displacement of employees whose salaries are qualified expenses from the definition of qualified film for the purposes of the empire state film production credit.
Requires rent stabilized housing accommodations lost or destroyed due to fire, natural disaster, act of God, act of war or eminent domain, to be replaced in any succeeding construction on the same parcel.
