Requires the rent guidelines board to take other sources of income received by landlords from commercial rents and unregulated residential units into account when establishing annual calculations.
Establishes that if lethal methods are used to capture or dispose of nuisance wildlife, the lethal method used and the reason why a non-lethal method was not used shall be submitted in an annual report; requires that a list of enforcement actions taken against any nuisance wildlife control operator for violations of the law and applicable regulations be annually updated.
Requires health practitioners to discuss with patients the risks associated with certain pain medications before prescribing such medications; requires that for the first opioid analgesic prescription of a calendar year the prescribing physician shall counsel the patient on the risks of overdose.
Requires that school anti-harassment policies are enforced in compliance with the regulations of the chancellor of the New York city department of education.
Requires hotels and motels to notify employees of the presence of bedbugs on the premises; requires the development and administration of training on methods and procedures for the eradication of bedbugs upon hiring and each year thereafter.
Requires the regents to prescribe courses of instruction in state and local government in elementary and middle schools in the state; provides boards of education and trustees of the several cities and school districts of the state shall require instruction to be given in such courses by the teachers; requires similar instruction in private schools.
Requires notice to unemployment applicants of the supplemental nutrition assistance program and special supplemental nutrition program for women, infants and children (WIC).
Relates to requiring opioid training for medical professionals to reduce patient opioid abuse and reliance including nurses, nurse practitioners, psychologists, certain social workers, mental health counselors, marriage and family therapists, psychoanalysts, physical therapists, physical therapist assistants, and occupational therapists.
Requires every board of elections to employ a minimum of four full time employees in addition to the appointed commissioners within four years and shall employ two of those full time employees within two years; and two additional employees for every twenty thousand active registered voters beyond forty thousand active registered voters.
