Enacts the "New York gift certificate scam prevention act" to require certain sale, security and record-keeping requirements for gift certificates by sellers of gift certificates.

Directs the state energy conservation construction code to set standards for electric vehicle charging stations and electric vehicle ready parking spaces in certain new buildings.
Relates to the climate change adaptation cost recovery program and requirements for climate change adaptive infrastructure projects; relates to the use of funds from the climate change adaptation fund for certain projects; relates to the disclosure of certain data from returns of petroleum or fossil fuel businesses; relates to expenditure of funds from the climate change adaptation fund; repeals certain provisions; relates to severability and legislative findings.
Provides that in toxic tort cases the date of discovery of the injury by the plaintiff or claimant is presumed to be the date of diagnosis and where the specific toxic etiological cause of injury is not known for up to ten years (instead of five years) after the injury itself is discovered a plaintiff shall have three years to file a claim from the time such specific cause is discovered.
Prohibits drug, cannabis or alcohol testing and screening of pregnant or postpartum individuals and newborns unless the individual consents and it is within the scope of medical care, or the testing or screening is necessary for a medical emergency.
