Deems individuals facing criminal charges as being incapable of consent when the actor is a police officer, peace officer or other law enforcement agent who knows or reasonably should know that such person is facing pending charges unless such person is a member of the same family or household as such police officer, peace officer or other law enforcement agent.
Establishes a joint legislative committee on racial equity in New York state to review and prepare a racial equity impact assessment on all legislation that is reported favorably to both houses of the legislature.
Relates to parole eligibility for crimes committed at age twenty-one or younger; provides if such individual is convicted of a crime prior to their twenty-second birthday for which they were sentenced to a period of incarceration greater than 20 years, they shall be eligible for parole after fifteen years of incarceration.
Relates to cannabinoid hemp retail sales and retailers; makes technical changes to the definition of THC; provides specific requirements for labeling of cannabinoid hemp products.
Relates to persons who may become a voluntary administrator; includes fiduciaries of a deceased distributee, or a competent adult who is not a distributee upon the filed consent of all competent distributees as persons who can become a voluntary administrator prior to the chief fiscal officer of the county becoming such.
Prohibits self-service facility owners from enforcing liens, by private or public sale, on personal property held in a self-storage facility during state disaster emergencies or county states of emergency.
Authorizes the commissioner to place certain incarcerated individuals in home confinement during a declared state of emergency if such state of emergency conditions materially affect the functioning of the department of corrections and community supervision.
Relates to the proper form of exhibits for submission; provides every exhibit shall be clearly identified, but no specific method of labeling shall be required.
Requires the release of body camera recordings in instances where an officer fires a gun and hits someone or could have caused injury, uses a stun gun, or makes use of any other force that causes harm within thirty days of such incident.
