Establishes a task force to be called the "office of asylum management" to study, evaluate, and develop recommendations relating to the management of asylum seekers in this state; requires reporting to the governor and the legislature.
Authorizes funeral directing apprenticeships as an alternative to licensing examinations; requires such apprenticeships to be one- to four-year programs led by licensing funeral directors; makes related provisions.
Enacts "Chelsey's law"; provides that a person commits the crime of manslaughter or aggravated manslaughter when such person knows or has reasonable grounds to know that a controlled substance is likely to cause the death of another person and sells, administers, delivers, or causes the delivery of a controlled substance to another person and such substance causes, contributes to, or aids in the death of such other person.
Relates to prohibitions on rebating and discrimination in rates and payments under insurance policies; provides that certain services shall not be considered to be an inducement or rebate unless the superintendent determines that the offer and sale of such services constituted the sole reason for the purchase of such insurance policy.
Adds xylazine to the depressants designated as controlled substances with the exception of use in cattle or other nonhuman species if approved by the federal food and drug administration.
Authorizes the imposition of bail for certain felony offenses involving the manufacture, sale, distribution, or possession with intent to sell synthetic opioids.
Directs the office of children and family services to study, make recommendations on and report on child day care and child care assistance and the availability of funding therefor.
