Increases the maximum penalty for concealing a license plate to a fine of one thousand dollars when a license plate is covered or coated with any material or substance that conceals or obscures such license plate or distorts an image of such license plate, when a license plate is covered with glass or plastic material, or when the view of a license plate is obstructed by a part of the vehicle or anything carried thereon.
Establishes the volunteer firefighters of New York higher education learning plan; provides requirements for eligibility to receive awards under such plan; provides circumstances under which such award will be converted to a student loan.
Adds a defendant's identifiable ties to the community, state, and/or county to judges' considerations of whether to fix a securing order, including residence, employment, enrollment with an educational institution, and immediate family.

Directs the education department and OCFS to prepare posters and pamphlets with information regarding higher education funding opportunities for foster youth.
Creates a transparency database for contracted not-for-profit organizations; provides such database will include those that are in the process of being approved for contracts, that have received certificates of approval, are approved for contracts, have received renewal contracts, or have been the recipient of fully-executed contracts with the state of New York.
