Imposes an additional tax surcharge on certain non-primary residence class one and class two properties in a city with a population of one million or more.

Establishes the crime of aggravated offering of a false accusation against a peace officer or police officer for knowingly reporting false or baseless information relating to wrongdoing by a police or peace officer to a law enforcement agency; creates a private right of action for damages.
Provides that part-time enrolled students shall be eligible for world trade center memorial scholarships and memorial scholarships for children, spouses and financial dependents of deceased firefighters, volunteer firefighters, police officers, peace officers, and emergency medical service workers.
Establishes that a person is guilty of arson when he damages a building or motor vehicle by fire or explosion in the course of the commission or attempted commission of a felony.
