Establishes a task force to be called the "office of asylum management" to study, evaluate, and develop recommendations relating to the management of asylum seekers in this state; requires reporting to the governor and the legislature.
Enhances sentences for certain offenses involving weapons on or near school grounds; relates to the availability of certain records of juvenile delinquents or youthful offenders; relates to annual earnings limitations for certain retired police officers employed by a school district or a board of cooperative educational services; adds a defendant's identifiable ties to the community and state to consideration for whether to fix a securing order, including residence, employment, enrollment with an educational institution, and immediate family; allows courts to hold a pre-trial community safety and well-being hearing; relates to the court's consideration of the existence of extraordinary circumstances and significant physical injury in determining whether to remove adolescent offenders to family court; defines such terms; provides factors for the court's consideration of whether extraordinary circumstances exist; exempts adolescent offenders who were illegally in possession of a loaded firearm from those authorized to be removed to family court; modifies the crime of criminal solicitation in the third degree.
Limits the experiential qualifications of group teachers for preschool classes and groups teachers for infant or toddler classes to what was required for their educational qualifications.
Establishes an Oneida county school milk pilot program allowing public schools in Oneida county to be reimbursed by the state for certain milk purchases.
Establishes the rural equity assistance program to promote and facilitate community and economic development in the small towns and rural areas of the state.
Establishes the Stop Addictive Feeds Exploitation (SAFE) For Kids Act prohibiting the provision of addictive feeds to minors by addictive social media platforms; establishes remedies and penalties.
Establishes the New York child data protection act to protect minors from having their personal data accessed; provides exceptions in certain circumstances.
Repeals certain provisions establishing a fee for background checks on certain firearm and ammunition purchases; removes such fees as a source of funds for the background check fund.
Expands felony sex offenses to include promoting prostitution in the second degree, promoting prostitution in the first degree, compelling prostitution, sex trafficking, and sex trafficking of a child.
Requires the commissioner of health to promulgate regulations requiring that the addition of, decertification of, or changes in the method of delivery of perinatal services by a general hospital be subject to an application under article 28 of the public health law that requires review and approval by the council.
Establishes law enforcement officer grant funds and firefighter grant funds to cover expenses related to hiring law enforcement officers and firefighters and equipment and resources for such officers and firefighters.
Enacts the "dialogue and decorum act" which establishes the crime of disruption or disturbance of a lawful assembly; makes such crime an unclassified misdemeanor.
Authorizes the imposition of bail for certain felony offenses involving the manufacture, sale, distribution, or possession with intent to sell synthetic opioids.
