Directs the commissioner of parks, recreation and historic preservation to establish the state parks passport program allowing visitors to state parks and historic sites to log their visits to such sites in a passport book or electronic application.
Establishes the New York state equine industry board, to advise and make recommendations to the state agencies on state government plans, policies and programs affecting all aspects of equine industry, and in such areas as its experience and studies may indicate to be appropriate.
Relates to protecting the communication rights of individuals with disabilities; provides that each person with a disability has the right to communicate in their preferred manner.
Establishes the 2-1-1 essential community services hotline system; designates the office of children and family services to oversee the hotline system; establishes the availability and scope of information to be provided by the hotline system and requirements of call centers; requires the office of children and family services to collect certain data relating to the hotline system and to make annual reports to the governor and the legislature.
Requires insurance coverage of a hospitalized birthing parent's interhospital transport to accompany such birthing parent's newborn infant experiencing a condition necessitating transport.
Permits on-premises retail licensees to purchase wine and liquor from off-premises retail licensees and off-premises retail licensees to purchase wine and liquor from on-premises retail licensees.
Relates to authorizing and regulating the use of electronic bell jar vending machines; requires responsible placement and operation of electronic bell jar vending machines; allows for geographic considerations for such machine placement.
Relates to continuing education requirements for landscape architects; provides that adjustments to such requirements may be granted for health reasons, active duty, or other good cause; limits the number of credit hours that may carry over to the next registration period.
Excludes the five state-run veterans homes from assessments on their gross receipts received from all patient care services and other operating income; directs the Commissioner of Health to apply to the secretary of the Department of Health and Human Services for any necessary waivers pursuant to federal law and regulation.
Reforms the education requirements for persons who want to become certified public accountants; provides alternative pathways to being certified as certified public accountants.
Extends the authority of Oneida county to impose additional rates of sales and compensating use taxes and to allocate and distribute a portion of net collections from such additional rates.
Directs the independent developmental disability ombudsperson program to establish a service delivery structure based in New York state that includes a toll-free telephone hotline, an interactive website, and availability of in-person, telephone and email access to ombudsman program staff or volunteers; to provide assistance for navigating and completing processes; to assist individuals in filing and preparing appeals; to assist individuals with any problems encountered; and to educate individuals on their rights and responsibilities with respect to access to services provided by the office for people with developmental disabilities and care coordination provided by health homes serving individuals with developmental disabilities or services provided by other providers.
