Requires a school library media specialist in each elementary, intermediate, middle, junior high and senior high school with one such specialist being employed full-time in schools with more than five hundred students and two such specialists being employed full-time in schools with more than two thousand students.
Creates a set of media literacy standards for students in grades kindergarten through twelve which focuses on internet safety, civility and digital citizenship.
Relates to youth programs sponsored by fire departments; provides that participants may respond to an emergency or hazardous activity, but shall remain in an appropriate and safe designated area that has been established by the chief or officer in charge; provides such participants cannot respond to an emergency on a vehicle using lights and/or sirens; provides such participants may not enter a burning structure; protects volunteer fire departments and fire companies from certain criminal and civil liability potentially arising from the operation of a youth program.
Prohibits the diminution of health insurance benefits of public employee retirees and their dependents or reducing the employer's contributions for such insurance; defines employers to include the state, municipalities, school districts, and public authorities and commissions.
Relates to an increase in punishment for certain actions against on-duty auxiliary police officers such as criminally negligent homicide, assault or menacing of such officer.
Expands health care services provided by telehealth to include services delivered through a facility licensed under article twenty-eight of the public health law that is eligible to be designated or has received a designation as a federally qualified health center, including those facilities that are also licensed under article thirty-one or article thirty-two of the mental hygiene law.
Requires municipal officials to attempt to identify and notify the owners of a deceased dog or cat recovered on public roads by such municipal employees.
Establishes the "tick borne illness treatment and education act"; requires health insurers to provide coverage for long term medical care for Lyme disease and other tick borne related pathogens.
Establishes the crime of forcible touching of a correction officer; increases criminal penalties for certain sexual offenses committed against correction officers when such correction officer is acting in the course of such correction officer's employment.
Increases the handling fee paid by a deposit initiator to a dealer or operator of a redemption center from three and one half cents to five cents per container; decreases the amount of quarterly payments a deposit initiator must pay the commissioner of taxation and finance from eighty to forty-seven percent of the balance of initiator's refund value account; provides for registration as a redemption center.
Provides for certain presumptions for reckless driving and the implementation of a reckless driving and vehicular violence awareness component of the pre-licensing course for driver's licenses.
Relates to instruction concerning traffic stops in pre-licensing courses to provide drivers with their responsibilities when stopped by a law enforcement officer.
Prohibits a municipality from relocating migrants from such municipality to another municipality in New York unless and until a resolution authorizing the relocation has been adopted by the governing bodies of both the municipality to which the migrants are to be relocated and the county in which the receiving municipality is located; mandates written notice prior to location; provides for a fine for violations.
