Prohibits the diminution of health insurance benefits of public employee retirees and their dependents or reducing the employer's contributions for such insurance; defines employers to include the state, municipalities, school districts, and public authorities and commissions.
Provides that the superintendent of financial services shall establish standards for hurricane windstorm deductibles, creating uniformity in the operation of such deductibles with respect to the triggering event.
Relates to requiring telephones capable of making local and long-distance telephone calls be in every nursing home patient's room, either at such patient's bedside or in the patient's room depending on the patient's mobility.
Clarifies the application of standardized testing requirements to the general education development exam by explicitly including it in the definition of "standardized test" and "test".
Allows veterans with a service-connected disability or Purple Heart free use of parks and campsites; provides that such disability shall be 10 percent service-connected or greater.
Establishes the "New York's Own combat veterans healthcare choice program act" to establish tax free savings accounts to pay the healthcare costs of combat veterans on active duty during Operation Enduring Freedom or Operation Iraqi Freedom, until covered by the federal government; directs the division of military and naval affairs to establish a registry of Afghanistan and Iraq veterans.
Establishes a claim for strict liability against the state for any injury caused by the administration of an immunization which is mandated by a state law; gives the court of claims the power and jurisdiction to hear such a claim.
Establishes the safe water and infrastructure action program for the purpose of making payments toward the replacement and rehabilitation of certain existing local drinking water, storm water and sanitary sewer systems; applies to any county, city, town, village or public authority drinking water system, storm water system or sanitary sewer system within the state that is not under the maintenance and/or operational jurisdiction of a private entity; does not apply to NYC.
Relates to decreasing the length of the suspension period applicable to certain individuals who lose their jobs due to a labor dispute, such as a strike, and who seek to obtain unemployment insurance benefits; decreases the suspension period from two consecutive weeks to one week; provides that the waiting period and suspension period shall be served concurrently.
Authorizes the possession of a firearm, shotgun or rifle in certain sport shooting and target practice facilities; provides that current restrictions on possession of a firearm, shotgun or rifle shall not include otherwise lawful possession for the purpose of participating in shooting sports, including practice and competition.
Requires that all comments and testimony made by a third party either in support or opposition in a parole hearing shall be considered when coming to a decision; adds provisions relating to confidentiality of victim statements.
