Grants medical assistance eligibility for organ transplant expenses for residents of New York who are otherwise eligible for benefits except for their immigration status.
Establishes the bilingual teachers of tomorrow teacher recruitment and retention program to attract and retain bilingual, certified teachers in schools with a bilingual teacher shortage; provides for grants and procedures for applying for such grants and eligibility requirements for fund distribution.
Provides for a partial exemption from taxation of certain residential real property transferred by a governmental entity, nonprofit housing organization, land bank or community land trust to low-income households; sets forth conditions for the discontinuance of such exemption.

Establishes a program for specific individuals to become complex care assistants and provide private duty nursing services to certain Medicaid enrollees.
Authorizes United States citizens currently residing outside the United States whose last residence in the United States was in the state of New York to vote in certain federal elections.
Requires a municipal housing authority in a city having a population of one million inhabitants or more to review the bylaws of resident councils to ensure compliance with federal and state law.
Requires the chair of the public service commission create rules, regulations, policies, and procedures for the creation of a resilient electric vehicle charging system pilot program to provide power through an extended outage.
