Requires the establishment of a one hundred percent clean energy system by 2032; requires the adoption of a climate action plan; establishes the renewable energy revolving fund; provides for legal standing to sue for enforcement of the state clean energy plan.
Provides for a personal income tax deduction for school supplies paid for out-of-pocket by K-12 teachers in public and nonpublic schools, up to $500 per year.
Prohibits discrimination against and harassment or bullying of students by employees or students on private, religious or denominational school property or at a school function; provides immunity from civil liability for a person making a good faith report of discrimination, harassment or bullying to authorities.
Prohibits telephone corporations from charging a caller any increased rates, charges, or fees for long-distance or other calls without first notifying such caller.
Creates the New York electronic communications privacy act; requires government agents and agencies to obtain a search warrant for physical or electronic access to electronic device information.
Establishes the citywide leadership team to ensure that parents' and students' voices are represented in all education decision-making, ensure education policies considered or implemented are conducive to promoting student achievement and enhancing the overall quality of education for students attending public schools in the city of New York, and include all stakeholders at all stages of the decision-making process.
Prohibits the unauthorized sale, purchase or transfer of any cemetery marker, flag holder, monument, statue or other physical memorabilia that is over 75 years old that commemorates the life or death of a veteran or group of veterans, including but not limited to a military unit, company, battalion or division, if such cemetery marker, flag holder, monument, statue or other physical memorabilia that commemorates the life or death of a veteran or group of veterans has been placed in any cemetery; makes violations a class B misdemeanor; permits cemeteries to make such sales upon application to the state cemetery board and upon certain conditions.
Requires a stay of certain foreclosure proceedings where the mortgagor has applied for coverage under the New York state homeowner assistance fund or any local program administering federal emergency mortgage assistance program funds; allows such foreclosure proceedings to proceed against a mortgagor who has caused significant damage to the property.
Authorizes the transfer of pregnant and postpartum incarcerated individuals to residential treatment facilities; requires annual reporting on the number of such incarcerated individuals transferred.
Requires the office of children and family services to utilize a cost estimation model when determining the actual cost providers incur when providing child care; requires the office to prepare a report detailing such.
