Establishes a civil remedy for the protection of animals denied proper care by creating a special proceeding in the supreme court that will hold owners and caretakers liable if such animals under their care are mistreated.
Requires electronic benefit transfer systems to allow for benefit recipients to cancel or lock a credit or debit card when fraud has been suspected or reported; directs that any interactive voice response system associated with an electronic benefit transfer system which benefit recipients may call for support or assistance shall include an option for benefit recipients to report fraud and cancel, lock or unlock their electronic benefit transfer credit or debit card.
Prohibits the use of red dye 3 as a food additive or food color additive and the sale of food products containing red dye 3 beginning January 1, 2026; provides that in an action to enforce compliance, the recognition by the federal food and drug administration of any of these substances as safe may not be alleged as a defense.
Requires harmful ingredient labels on certain foods and beverages containing harmful ingredients; requires the creation of rules and regulations regarding the content and placement of harmful ingredient labels.
Clarifies that employment at any licensee under the cannabis law satisfies employment requirements for parole, probation or other state supervision unless the terms and conditions of said parole, probation, or state supervision explicitly prohibit such employment.
Requires that curricula and educational programs provide incarcerated individuals the opportunity to earn educational or vocational credits which shall be transferable to an educational institution upon the release of the incarcerated individual.
Relates to enacting the "safe landings for youth leaving foster care act" or "safe landings act", which provides protections for youth transitioning out of foster care who bring certain legal proceedings.
Provides that for a substance use disorder outpatient treatment episode of care by a provider licensed, certified or otherwise authorized by the office of addiction services and supports, an insured shall only be responsible for a cost sharing fee not to exceed five hundred dollars.
Directs the commissioner of health to establish a cannabis awareness program for youths age eighteen and younger designed to educate about the effects and risks associated with cannabis use, including that it is illegal for persons under the age of twenty-one.
Relates to the payment of shelter and rent arrears; provides that all shelter arrears payments authorized for applicants to receive an emergency grant to pay for rent, property taxes or mortgage arrears shall be limited to once every year unless the district determines at its discretion that additional shelter arrears payments are necessary based on the individual circumstances.
