Establishes the crime of coordinated petit larceny; permits a principal to be eligible to be held on bail for coordinated petit larceny; directs the division of criminal justice services to conduct a public awareness campaign on larceny.
Directs the division of homeland security and emergency services to conduct a study on the public safety implications of the electrification of buildings and transportation in the context of emergency response and to issue a report on the findings and recommendations as a result of such study; exempts emergency services vehicles and heavy equipment from the requirements of the climate leadership and community protection act of 2019; prohibits the use of battery packs which contain cobalt mined components for primary propulsion of emergency services vehicles.
Requires maternal health care providers facilitate a screening for maternal depression within the first six weeks of birth and that such screening be covered by insurance.
Requires law enforcement and courts to notify the United States Immigration and Customs Enforcement agency (ICE) when an arrested person or defendant is not a United States citizen; adjusts certain maximum sentences for class A misdemeanors and unclassified misdemeanors; requires notification to be made to the United States Immigration and Customs Enforcement agency prior to the release of certain noncitizens; repeals provisions of the "protect our courts act".
Requires the state board of elections to participate in the systematic alien verification for entitlements (SAVE) program, administered by the United States citizenship and immigration services agency, to verify that a person who is either registered or registering to vote is a United States citizen.
Increases the number of members on the farm laborers wage board from three to five; adds as members the commissioner of agriculture and markets and a member appointed by the Dean of the Cornell University's College of Agriculture and Life Services.
Establishes a supplemental household and dependent care credit payment for taxpayers who are eligible for certain household and dependent care services necessary for gainful employment.
Provides standards for correctional facilities in relation to medication assisted treatment for opioid use disorders and the testing for opioid use when an individual is first incarcerated.
Increases the applicable percentage of the child tax credit allowed in the empire state child tax credit from thirty-three percent to forty-five percent; prescribes how such payment or refund should be made based on amount.
Authorizes Michael Kurtz, a part-time police officer, with the village of Warsaw police department to take the civil service examination and be eligible for appointment as a full time police officer for the village of Warsaw.
