Directs the department of transportation to prepare a monthly "Washington Bridge snapshot report" containing information on the progress of repairs and other actions pertaining to the Washington Bridge.
Extends the forbearance of utility terminations for customers with serious illness certifications and would amend various provisions related to the termination of utility services for persons who are disabled, seriously ill, or in arrears.
Modernizes all state library laws by eliminating the clearinghouse advisory committee, updating how the clearinghouse publishes its list of publications, reducing the number of physical copies and facilitating digital publication.

Allows victims of violent crime receiving awards under the state's crime victim compensation program to use up to $1,000 of their total award to make reasonable modification to their residence to ensure their future safety.
