Provides that provisions relating to minimum maintenance roads in designated towns shall be construed as limiting, diminishing or otherwise affecting the powers of any municipality other than the designated town.
Authorizes the town of Montague in Lewis county to designate certain town roads as low-volume roads and certain low-volume roads as minimum maintenance roads.
Designates the bridge crossing over the Chaumont river on state route 12E in the village of Chaumont, county of Jefferson, as the "Michael J. Finerson Memorial Bridge".
Relates to creating the crime of attempt to engage in sexual conduct with a person incapable of consent when an individual communicates his or her intent to engage in sexual conduct with the victim, and engages in certain acts which would tend to further effect the commission of such sexual conduct; designates such attempt as a class C felony, class E felony, or class A misdemeanor; designates individuals convicted of such crime as sex offenders.
Dissolves the New York state thruway authority; transfers all functions, employees, records, authority, debts and obligations of such authority to the department of transportation.
Creates a series of distinctive license plates for law enforcement officers who were wounded in the line of duty or the spouse of such, which shall bear the words "Wounded in the Line of Duty"; includes the New York state sheriff's association, New York state association of chiefs of police, police benevolent association of the New York state troopers, the New York state police benevolent association, and the New York city police benevolent association; provides that proceeds from the service charge shall be used for a fund to assist wounded/fallen officers and their families.
Relates to conveying approximately 1.2 acres of land located within the forest preserve to the town of Montague, Lewis county, in order to allow the expansion of the town's barn for public use, in exchange for 26 acres of land to be conveyed by such town to the state.
Excludes solar or wind energy projects in the county of Lewis that were already in existence on the effective date of Part N of chapter 59 of the laws of 2023 from certain appraisal models and discount rates.
Relates to the qualifications for holding the office of assistant county attorney in the county of Herkimer; permits holders of such office to reside outside Herkimer county.
Eliminates the zero-emission school bus mandate; authorizes the New York state energy research and development authority conduct a study to determine the feasibility of converting school busses to zero-emission vehicles.
Authorizes school districts to submit an opt-out waiver to the commissioner of education authorizing such districts to opt-out of certain zero-emission school bus requirements.
