Establishes a rental assistance loan-to-grant program to assist landlords of small rental properties who have lost rental income due to the inability of the landlords' tenants to pay rent during the COVID-19 state disaster emergency; provides for the repeal of such provisions upon the expiration thereof.
Provides that when informational cards or sheets about opioid antagonists are distributed, such information shall include information about fentanyl strips and their uses.
Requires the deposit, into the dedicated highway and bridge trust fund, of a portion of the sales tax collected on each gallon of motor fuel sold at retail; increases the amount to be deposited over time.
Requires the commissioner of education to establish and enforce rules and regulations to incorporate at least a three credit course devoted to the instructional techniques necessary for effective literacy instruction which shall include delivering structured, systematic, explicit, evidence-based instruction in reading, including but not limited to those incorporating multisensory instruction for current and prospective teachers.
Provides that the tax levy limit shall be equal to a zero percent increase over the prior year tax levy when the difference between the total amount of taxes levied for the prior year less the tax levy limit results in a negative number.
Prohibits the passage of bills by the legislature between the hours of midnight and eight o'clock a.m. unless 2/3 of the legislature is present; requires two-thirds approval for messages of necessity.
Directs the commissioner of transportation, in consultation with the commissioner of the office for people with developmental disabilities, to conduct a statewide study and review of the transportation of individuals with developmental disabilities.
Increases reimbursement rates paid by the state to cities for repair and maintenance of state arterials; provides rate would be raised to one dollar and eighty cents from eighty-five cents per square yard of the pavement area that is included in the state highway system and an additional twenty cents, up from ten cents, per square yard of such pavement area where such pavement area is located on any elevated bridge.
Establishes the dedicated highway and bridge trust fund reform act; ensures that money deposited into the dedicated highway and bridge trust fund is spent on construction purposes and not DOT and DMV operational activities.
