Enacts the "sustainable building materials act"; enacts into law components of legislation relating to reducing greenhouse gas emissions in construction; provides a sales tax exemption for certain low-carbon building materials (Part A); establishes a grant program for manufacturers of concrete for environmental product declarations (Part B).
Protects certain employees from a reduction of wages due to their involvement in the investigation of a violation of a workplace violence protection program.
Requires the office of parks, recreation and historic preservation to develop and approve operational safety plans prior to the deployment of any employee in hazardous conditions; requires the plan to include a comprehensive risk assessment identifying potential hazards associated with the deployment, mitigation measures to address identified risks, detailed information on team composition, identification of an on-site authorized person responsible for overseeing operations, a clear chain of command, emergency contact information for all team members, and evacuation procedures.
Provides that employees of the office of parks, recreation and historic preservation who engage in tree maintenance must first obtain an appropriate sawyer certification through the United States forest service national crosscut and chainsaw program.
Directs the metropolitan transportation authority, in conjunction with the New York city transit authority, to develop weekly and monthly tickets valid for optional, discounted transfers between such authorities.
Empowers the commissioner of labor to issue stop work orders against employers for misclassification of employees as independent contractors or for providing false, incomplete, or misleading information to an insurance company on the number of employees of such employer.
Provides that it is deceptive to misrepresent that a product or package is recyclable unless it can be collected, separated or otherwise recovered from the waste stream through an established recycling program for reuse or use in manufacturing or assembling another item; requires the department of environmental conservation to develop regulations on types and forms of plastic products and packaging for which a claim of recyclability may be made; requires all rigid plastic containers sold in this state be labeled with a code that indicates the resin used to produce such container; makes related provisions.
Prohibits the use of biometric identifying technology in schools for any reason other than certain specified purposes; adds fingerprint identification of teachers, administrators and students for the purpose of securely logging into a digital device for academic and administrative purpose to allowable purposes.
