Enacts the "child sex crime victims protection act"; establishes alternative sentencing procedures for victims of child sex crimes who commit crimes against their abusers.
Requires Medicaid to provide comprehensive coverage for the treatment of obesity including coverage for intensive behavioral therapy, bariatric surgery, and FDA-approved anti-obesity medication.
Ensures that construction and fabrication done off of a public work site for specific use only in a public work project be compensated at the prevailing wage rate.

Establishes the "New York state lead-safe renovation, repair and painting act"; establishes standards for lead-safe renovation, repair and painting of residential properties; requires documentation of compliance with such standards.
Prohibits creditors from enforcing a consumer debt incurred as a result of fraud, duress, intimidation, threat, force, identity theft, exploitation of the debtor's personal information or similar economic abuse perpetrated against a debtor; establishes a right of action by the debtor for relief against creditors for violations; makes related provisions.
Provides that a fire company may elect to include call firefighters within its membership who shall receive a stipend for each call that such firefighter responds to.
Permits voting at any polling place within the same county or, within the city of New York, polling place within the city of New York as a voter is registered.
Suspends all unnecessary travel to states that have discriminatory laws for access to women's reproductive health services, including but not limited to, limitations on access to abortions after six weeks of pregnancy.
Requires health practitioners to discuss with patients the risks associated with certain pain medications before prescribing such medications; requires that for the first opioid analgesic prescription of a calendar year the prescribing physician shall counsel the patient on the risks of overdose.
Ensures that library staff of free association, public, and hospital libraries, and with certain advice, Indian libraries, are able to develop collections, services, and programming that reflect the values and protections established under the human rights law and the equal rights amendment to the state constitution.
Provides that for a substance use disorder outpatient treatment episode of care by a provider licensed, certified or otherwise authorized by the office of addiction services and supports, an insured shall only be responsible for a cost sharing fee not to exceed two hundred fifty dollars.
