Directs the commissioner of health to conduct a study to identify, analyze, report, and medically combat new or previously unseen opiate/opioid compounds found in overdose patients in New York state for the purpose of establishing more efficient overdose medical treatment protocols.
Enacts the feathered lives also count act directing the commissioner of general services to incorporate practices and strategies to reduce bird fatality resulting from collisions with certain state-owned or state-leased buildings, and for other purposes; requires the commissioner to develop a design guide that includes features, methods and strategies, and best practices for reducing bird fatalities; requires the commissioner to report to the governor and the legislature.
Prohibits public employers from diminishing health insurance benefits provided to retirees and their dependents or the contributions such employer makes for such health insurance coverage below the level of such benefits or contributions made on behalf of such retirees and dependents by the public employer as of December 31, 2021.
Creates 10 interagency placement committees throughout the state to recommend treatment and rehabilitation programs or strategies for youths with co-existing mental disabilities; directs such committees to establish a process by which youths can be referred to such committees; directs such committees to submit a report annually to the governor and legislature identifying gaps in treatment and rehabilitation options, and any plans or recommendations to increase such options.
Prohibits the governor from preventing or inhibiting state agency cooperation with the federal government for the purposes of immigration enforcement; prohibits state agencies from preventing or inhibiting collaboration with federal agencies for the purposes of federal immigration enforcement.
Provides that any requirement that undocumented immigrants who are seeking asylum in the United States be sheltered in a certain locality or localities shall only apply to those towns, cities, and counties that opt-in to such requirement through the adoption of a local law or ordinance; defines the term "sheltered" as including, but not limited to, being temporarily or permanently placed into housing, dwelling, or living quarters by a state or local governmental entity.
Establishes the COVID-19 pandemic response study commission to conduct a study of the state's response to the COVID-19 pandemic; provides for the repeal of such commission upon the completion of the commission's final report.
Requires municipal corporations to approve any facility intending to house asylum seekers prior to their establishment; establishes a review process that incorporates notice to the public and the opportunity for the public to comment; renders a decision within 8 weeks.
Establishes the Stop Addictive Feeds Exploitation (SAFE) For Kids Act prohibiting the provision of addictive feeds to minors by addictive social media platforms; establishes remedies and penalties.
Requires the approval of the legislature for certain proposed rule changes relating to civil or criminal penalties, fiscal liability or responsibility, costs due by state residents, and changes to education curriculum.
Enacts Detective Brian Simonsen's law; requires police officers report stolen wireless communication methods to wireless communication method service providers who must then disable such stolen wireless communication methods.
Includes retirement plans in the exemption for pensions and annuities for certain persons; increases such exemption to one hundred thousand dollars as adjusted by the consumer price index annually.
