Extends the period during which the empire state digital gaming tax credit may be claimed to 01/01/2032; amends the eligibility criteria for game development companies by changing the yearly timeframe structure, lowering the dollar threshold per production, and removing the in-state cost incurred threshold to accurately fit current digital gaming industry models; allows unused credits to be rolled over to the following tax year.
Enacts the "state and local clean energy partnership", directing the public service commission to establish a standard New York state community choice aggregation program for all utility service territories.
Exempts processors of syrup made from tree sap or honey who do not purchase syrup made from tree sap or honey from others for repackaging, and who do not combine syrup made from tree sap or honey with any other ingredients capable of supporting the growth of infectious or toxigenic organisms from certain licensing requirements for food processing establishments.
Establishes the NY food insecurity, farm resiliency and rural poverty initiative to provide financial assistance in the form of matching grants, hiring assistance, purchasing assistance, tax credits, tax exemptions, and reimbursements.
Enacts the "home utility weatherization jobs act"; requires each gas corporation, electric corporation, or combination gas or electric corporation to submit to the public service commission for review and approval at least one and up to ten neighborhood scale weatherization and electrification-ready projects.
Relates to annual vehicular access for active duty service members; requires annual passes be issued to active duty service members and their immediate families at state parks or recreational facilities upon presentation of a military identification card.
Prohibits the use of SUNY dormitories for the purposes of providing permanent or temporary housing for migrant populations; requests the board of trustees adopt a policy stating such.
Authorizes the department of transportation to establish and implement a state memorial sign program to memorialize persons who died due to injuries sustained in a fatal motor vehicle crash on state highways.
Relates to providing free use of state parks for certified first responders who participated in the rescue effort at the World Trade Center on September 11, 2001.
Provides that schools, child day cares, day care centers, or community based organizations which support activities for children under the age of eighteen can not serve as a shelter for migrants.
Establishes distinctive "POW-MIA" license plates; establishes the "POW-MIA awareness fund" to fund POW-MIA public education and awareness campaigns and veteran services by Rolling Thunder New York chapters and upon approval by the state director of veterans' services.
