Relates to parole eligibility for certain incarcerated persons age fifty-five or older if they have served at least fifteen years of their sentence or sentences.
Enacts the empire state licensing act to provide all New Yorkers with access to professional, occupational, commercial, or business licenses, permits, certificates, or related registrations regardless of an applicant's citizenship or immigration status, or lack thereof.
Relates to the use of automated lending decision-making tools by banks for the purposes of making lending decisions; allows loan applicants to consent to or opt out of such use.
Enacts the "Supervising Upcoming Professionals for Practice in Official Roles in Therapy (SUPPORT) act"; provides that for licensure as a clinical social worker, an applicant may satisfy the experience requirements under supervision of a mental health practitioner who has been granted the privilege to diagnose and develop assessment-based treatment plans under article one hundred sixty-three of the education law.
Requires the administration and the instruction in preparation of the TASC examination in the Chinese and Korean languages for pupils who are proficient in these languages and of limited English proficiency.

Requires certain watercraft, aircrafts, and trains to use clean energy, including ensuring such vehicles are zero-emissions; requires NYSERDA to study zero-emission commercial vehicles, the use of renewable energy in publicly funded airports, and the use of sustainable aviation fuel; requires NYSERDA to administer a grant program to flying schools and clubs that install charging infrastructure.
Provides that no autonomous vehicle may be used for taxi, livery or transportation network company vehicle services in any city with a population of one million or more without first being licensed by the New York City taxi and limousine commission; requires the New York City taxi and limousine commission to establish a license for use of an autonomous vehicle as a taxicab and to promulgate rules regarding such license and the operation of autonomous taxicabs.
Establishes a housing project revolving loan program and housing project revolving loan fund to encourage the development of mixed income housing by providing zero-percent interest or low-interest loans.
Requires police departments and agencies to provide district attorneys' offices access to such departments' and agencies' electronic record systems for discovery purposes.
