Requires the use of a fire-resistant blanket, bag or container when charging a bicycle with electric assist or an electric scooter; requires sellers of such vehicles to include a fire-resistant blanket, bag, or container with the sale of each e-bike or e-scooter; establishes fines.
Increases the tax exemption for pensions and annuities for persons age fifty-nine and one-half or greater from $20,000 to $25,000 in 2027, $30,000 in 2028, $35,000 in 2029 and $40,000 for each subsequent year.

Provides for accountability in state assessments by creating a regents review board to audit assessments used to determine grade promotion, graduation and adequate yearly progress by requiring a written report, implementation of an auditing and review of pilot and/or field testing of the standardized tests used to ensure validity, reliability, alignment to standards and appropriateness of use.
Relates to the creation of a crime database of all convictions in New York state of animal cruelty, fighting, neglect, abandonment and mistreatment; makes such crime database available to all law enforcement entities, district attorneys, duly incorporated humane societies, societies for the prevention of cruelty to animals, dog or cat protective associations and animal control officers.
