Phases in modifications to federal adjusted gross income over a four (4) year period for social security income, from twenty percent (20%) up to eighty percent (80%), beginning on or after January 1, 2025.

Establishes a nine (9) member commission on pardons to provide recommendations to the governor as to who should receive executive pardons per the state constitution.
Specifically adds healthcare employees to those persons eligible under the criminal injuries compensation statute if they are assaulted during the course of their employment.
