Emergency Border Control Resolution

This joint resolution proposes a constitutional amendment prohibiting total outlays for a fiscal year from exceeding total receipts for that fiscal year unless (1) Congress authorizes the excess by a three-fifths vote of each chamber, and (2) total outlays do not exceed a specified percentage of the estimated gross domestic product of the United States. The prohibition excludes outlays for repayment of debt principal and receipts derived from borrowing. The amendment requires a three-fifths vote of each chamber of Congress to increase revenue or increase the limit on the debt of the United States. The amendment also requires the President to submit an annual budget in which total outlays do not exceed total receipts. The President's budget must also include justifications and specified details regarding funding proposed for departments and agencies. Congress may waive the requirements due to a declaration of war, a military conflict, an event that causes an imminent and serious military threat to national security, or a natural disaster.

Life Month Resolution

This resolution rescinds subpoenas and recommendations issued by the House Select Committee to Investigate the January 6th Attack on the United States Capitol. Specifically, the resolution rescinds subpoenas issued on September 23, 2021, October 6, 2021, and February 9, 2022, to Steve Bannon, Mark Meadows, Peter Navarro, and Dan Scavino. The resolution also withdraws, dismisses, and concludes resolutions that the House find Steve Bannon, Mark Meadows, Peter Navarro, and Dan Scavino in contempt of Congress.

Recognizing that members and affiliates of Tren de Aragua are alien enemies perpetrating an invasion of the United States and affirming that the President is exercising his constitutional authority to repel that invasion.

Supporting the Second Amendment's guarantee that the right of the people to keep and bear arms shall not be infringed, and commending President Trump and his administration as they work to protect Second Amendment freedoms by reviewing and eliminating any of the Biden administration's infringements on American's constitutional freedoms.

Expressing the sense of the House of Representatives that the House should recognize Robert Aitken's Bible as a historical document of the United States Congress.

Calling upon all Americans on this Memorial Day, 2025, to honor the men and women of the Armed Forces who have died in the pursuit of freedom and peace.
