Establishes a co-navigation services program for persons who are deaf-blind to provide services to a person who is deaf-blind that assist the person to physically access the person's environment and to make informed decisions, including providing visual and environmental information or sighted guide services and assisting with communication accessibility by communicating in the preferred language and communication mode of the person who is deaf-blind.
Directs the public service commission in consultation with NYSERDA to conduct a full cost benefit analysis of the technical and economic feasibility of renewable energy systems in the state of New York and to compare such directly with other methods of electricity generation within nine months after the effective date and every four years thereafter.
Allows for the removal of members of the state board of parole by a majority vote in the senate and the assembly; requires three or more members of such board personally interview potential parolees; requires that the determination to parole an incarcerated individual be unanimous.
Requires the deposit, into the dedicated highway and bridge trust fund, of a portion of the sales tax collected on each gallon of motor fuel sold at retail; increases the amount to be deposited over time.
Provides that a sponsoring agency must make a presentation at a public hearing before a residential facility for the disabled may be placed in a municipality.
Provides for eminent domain reform; creates the "home and property protection act"; creates a temporary state commission to examine eminent domain laws.
Requires certain bills which establish a commission, task force, board, council or any similar body shall have not less than one position appointed by each of the legislative leaders.
Authorizes the state to allow counties to opt out of the county cost of medical assistance payments to any new enrollees who have either never received such benefits or who have reenrolled after a period of absence; directs the commissioner of health to apply for any and all federal waivers required to implement the provisions of this subdivision.
Requires lifetime post-release supervision for offenders convicted of rape in the first degree, criminal sexual act in the first degree, aggravated sexual abuse in the first degree, course of sexual conduct against a child in the first and second degrees or sexual abuse in the first degree when the other person is less than eleven years old; prohibits good behavior allowances against a determinate sentence for a person convicted of any such crimes.
Relates to the de-regulation of rent-stabilized housing accommodations; eliminates rent regulation for any regulated housing accommodation that becomes vacant on or after June 16, 2024; makes exceptions.
