Permits a violation captured by a speed camera to be dismissed upon the application of the person alleged to be liable for such violation if any information that is required to be inserted in the notice of liability is omitted from such notice of liability, misdescribed or illegible.
Prohibits a mandatory immunization against the novel coronavirus/COVID-19 for children, incapacitated persons, or students or staff of employment institutions or day care facilities; prohibits requiring people to carry or present evidence of having received the COVID-19 vaccine.
Directs the board of trustees of the state university of New York and the board of trustees of the city university of New York to develop and administer the tuition exemption for law enforcement program, which exempts police officers enrolled in full-time or part-time degree programs at the state university of New York or the city university of New York, including community colleges, from tuition and fees for the duration of their enrollment.
Requires courts to consider whether an individual poses a risk or threat of physical danger to the safety of any person or the community when imposing a securing order; makes stalking in the second and third degree a qualifying offense; makes related provisions.
Establishes the crimes of deceptive wearing of a mask and aggravated deceptive wearing of a mask; makes such crimes a class B misdemeanor and a class A misdemeanor, respectively.
Establishes the New York state school safety and security act; establishes the office of school safety and security to perform assessments of educational facilities for safety and security and provide safety and security training; establishes the school safety and security advisory board to establish school safety and security best practices and resources; imposes a one percent tax on mobile sports wagering to fund such office.
Repeals congestion pricing (Part A); increases the membership of the metropolitan transportation authority from sixteen to seventeen members; provides for the appointment for one member from each of New York City's boroughs on the written recommendation of the mayor of New York City (Part B); directs the metropolitan transportation authority to contract with a certified public accounting firm for the provision of an independent, comprehensive, forensic audit of the authority (Part C).
Incorporates the city of Staten Island; enacts a city charter; provides for all necessary technical changes for the establishment of such city; provides for a transition period prior to such establishment.
