Requires duly incorporated humane society, pound or shelter to make reasonable efforts to locate the owner of certain animals or provide for the fostering or adoption of such animals; provides that such efforts shall include, but not be limited to, checking such animals for identification, social media, placing a photograph and general description, and other identifying information on the internet.
Requires child protective services to document every home visit or contact with the child as part of a treatment plan, supervision and monitoring, with photographs of the child.
Provides for the humane destruction or other disposition of certain animals by shelters; requires animals to be made available for adoption for 90 days unless a veterinarian certifies that such animal should be humanely destroyed for health reasons.
Authorizes the governor to fill vacancy in the office of lieutenant-governor on confirmation of both houses of the legislature; allows the governor to leave the state without transmitting power to lieutenant-governor; establishes the process for lieutenant-governor to act as governor during incapacitation of the governor.
Extends a term estate; makes certain other changes relating to property known as Henry Kaufmann Campgrounds in the borough of Staten Island, city of New York until September 30, 2122.
Allows for paratransit eligible for paratransit eligible individuals who are at least eighty years old, to be required only to present correspondence from a licensed physician, dated within the preceding thirty days, indicating that the paratransit service is still necessary for the individual to make a single application for paratransit services; provides that once approved, such individuals shall be exempt from all certification requirements.
Enacts "Officer Randolph Holder's law"; modifies how eligibility is determined for the judicial diversion program for certain felony offenders; requires consent of the prosecutor.
Repeals congestion pricing (Part A); increases the membership of the metropolitan transportation authority from sixteen to seventeen members; provides for the appointment for one member from each of New York City's boroughs on the written recommendation of the mayor of New York City (Part B); directs the metropolitan transportation authority to contract with a certified public accounting firm for the provision of an independent, comprehensive, forensic audit of the authority (Part C).
Requires mental health facilities to have a staff member specifically trained in filing assisted outpatient treatment petitions and to have patients with mental illness not released from such facilities until they have been registered for available services.
Requires the department of health to prepare a report on the inspection of certain health facilities and clinics in the state of New York; provides the commissioner shall deliver such report to the governor and all legislative conference leaders no later than one hundred eighty days after the effective date; provides the report shall include the number of diagnostic treatment centers licensed by the department of health, the number of facilities that are not defined as diagnostic treatment centers, and the date of the most recent inspection.
Permits at the discretion of the court certain members of the deceased victim's family to read statements in court during the sentencing of a defendant, rather than allowing only a single member of the victim's family to read a statement in court, upon consultation with counsel for the defendant and the people.
Relates to revocation of drivers' licenses and registrations for multiple driving while intoxicated convictions; provides an automatic 10 year license revocation for 3rd offense.
