Provides that beginning in the 2026-2027 academic year, certain graduate students shall be required to pay 25% of all current and future mandatory university fees; provides that in the 2027-2028 academic year and thereafter, no mandatory university fees shall be charged, with the exclusion of the graduate student association student activity fee.
Establishes requirements for library material in public school libraries and public libraries; requires the development of policies for removal of materials; establishes protections for school library media specialists and librarians against harassment and discrimination in employment related to the refusal to remove library materials.
Creates a computer science course requirement for graduation from high school; directs the department of education to design and implement such program.
Requires the commissioner to establish domestic violence awareness curriculum or instruction for school districts; requires content to be age appropriate.
Directs the Metropolitan Transportation Authority to provide discounted monthly passes to college, graduate and career education students for the purpose of commuting to and from classes.
Establishes a loan forgiveness program for child care providers that have earned an undergraduate or graduate degree from a two or four year college or university in the state.
Establishes a 14 member doula Medicaid reimbursement work group within the department of health to set reimbursement rates for doulas in the state Medicaid program and address other criteria related to their practice; requires the work group to conduct a study and evaluate the costs, benefits and issues that may be associated with Medicaid reimbursement for doulas and for providing doula care to Medicaid recipients; makes related provisions.
Prohibits insurers from refusing to renew a policy on certain automobiles used for volunteer social service transportation; distinguishes automobiles used for volunteer social service transportation from transportation company network vehicles and livery vehicles.
Authorizes the commissioner of motor vehicles to establish a pilot program to evaluate the use of optional mobile or digital alternatives to driver's licenses and non-driver identification cards if specified requirements are met; provides for the repeal of such provisions upon the expiration thereof.
Provides that an employee who leaves work during a school year for no more than four hours to attend school conferences or classroom activities related to the employee's child if the conference or classroom activities cannot be scheduled during non-work hours may not be penalized.
