Requires health insurance for state officers and employees who receive health insurance benefits from the state to take effect immediately upon employment.
Allows homeless youth to give effective consent to certain medical, dental, health, and hospital services; provides for insurance coverage of such health care services consented to by such youth.
Establishes the retail worker safety act requiring retail worker employers to develop and implement programs to prevent workplace violence; directs the department of labor to produce a model workplace violence prevention training program; requires employers to provide training on such programs; requires the installation of panic buttons at certain workplaces or wearable or mobile phone-based panic buttons to be provided.
Prohibits public employers from diminishing health insurance benefits provided to retirees and their dependents or the contributions such employer makes for such health insurance coverage below the level of such benefits or contributions made on behalf of such retirees and dependents by the public employer as of December 31, 2021.
Establishes the New York State social housing development authority as a public benefit corporation to increase the supply of permanently affordable housing in the state through the acquisition of land and renovation or rehabilitation of existing real property, and through the construction of new, permanently affordable housing.
Authorizes municipalities to establish an emergency repair pilot program; enables municipalities to repair immediately hazardous code violations in buildings where the owner has not undertaken such repairs in a reasonable time.
Exempts persons holding the office of assistant district attorney in the county of Columbia from the requirement that such persons reside in such county.
Provides for medicaid reimbursement for emergency medical services when treatment in place is administered and/or when transportation is provided to alternative health care settings instead of a general hospital.

Relates to employee petitions to participate in a shared work program and to employer responses to such petitions; requires such petitions to be submitted to the commissioner of labor and to be made available for public access on the department of labor website.
