Designates the bridge over the Sagtikos Parkway constituting the Crooked Hill Road Overpass in the town of Islip, county of Suffolk, the "Senior Investigator Thomas M. O'Neill Memorial Bridge".
Amends the real property tax exemption for un-remarried spouses of volunteer firefighters or volunteer ambulance workers killed in the line of duty to permit continuation of such exemption for volunteer members with service between two and five years.

Provides accidental disability retirement benefits for deputy sheriff Richard Stueber, a participant in World Trade Center rescue, recovery, and cleanup operations.
Relates to the membership of the Republic airport commission; removes certain provisions of law requiring the commission to conduct a study on payments in lieu of taxes and improvement district taxes and charges with respect to aviation facilities which locate at Republic airport and existing aviation facilities whose leases were renewed.
Authorizes the state university of New York at Stony Brook to lease certain lands for the purpose of developing a facility to support research and development to address the national semiconductor chip shortage and related environmental sustainability issues.
Relates to paratransit services; directs that an applicant for recertification submit correspondence from a licensed physician in lieu of an in-person assessment.
Provides for a fine of not less than ten thousand dollars for each offense committed, or by imprisonment for not more than one hundred eighty days or by both such fine and imprisonment for a class A misdemeanor where a stretch limousine has failed an inspection but an operator still operates such vehicle; provides for the seizure and redemption of unlawfully operated and unsafe commercial motor vehicles by an officer; requires such vehicle information to be entered into the New York statewide police information network as an impounded vehicle; makes related provisions.
