Increases the penalties for stopping, standing, or parking in handicapped spaces without a handicapped permit to not less than one hundred fifty dollars nor more than three hundred dollars for the first offense and three hundred to five hundred fifty dollars for the second offense occurring within a period of five years within the state.
Authorizes a holder of a license to perform limited-scope radiography to practice radiography at urgent care centers under the supervision of a licensed practitioner or licensed registered radiologic technologist; defines limited-scope radiographer as a person licensed to practice radiography limited to chest, extremities, skull/sinus, and spine/sacrum at urgent care centers; makes related provisions.

Relates to the number of persons recommended for appointment to the Republic airport commission for the governor to choose from which shall be a list of no fewer than three persons.
Requires the inclusion of local and municipal animal shelters, a society for the prevention of cruelty to animals and veterinary services when establishing local comprehensive emergency management plans; requires that information to the public include the communication accommodation needs of persons with vision or hearing impairments and information on which temporary housing and other necessary facilities are designated as animal-friendly.
Relates to compensation paid to persons employed in positions requiring foreign language skills; establishes career ladders for persons holding such positions; establishes supervisory positions for persons required to have foreign language skills.
Relates to unsealing unfounded child abuse and maltreatment reports upon a court order finding that justice requires the information in such reports is necessary for the determination of charges being investigated by a grand jury or for the purposes of prosecuting a violation of the penal law or otherwise necessary for the furtherance of justice.
Relates to the delivery of the good faith deposit following award of the bonds to the successful bidder; provides that a municipality, school district or district corporation may require that such deposit be made as a condition precedent to the consideration of a bid for the bonds.
