Institutes a moratorium on the closure of hospitals until the department of health completes a comprehensive analysis and report on the impact of such closures on healthcare access in New York state.
Requires law enforcement officers to conduct a lethality assessment as part of the standardized domestic incident report form when responding to incidents of domestic violence.
Relates to dementia care; establishes a dementia care coordinator in the state office for the aging to manage the work of dementia care navigators; requires each area agency to employ a dementia care navigator; sets forth the duties of the dementia care coordinator and dementia care navigators.
Authorizes the use of owner-controlled and contractor-controlled insurance for certain construction projects; requires a report on the use of such insurance.
Provides for the revocation of licenses to sell cigarettes, tobacco products, alcohol and lottery tickets for the possession or sale of illicit cannabis in violation of the cannabis law.
Removes certain requirements on what the office of children and family services can determine to be an appropriate staff/child ratios for family day care homes, group family day care homes, school age day care programs and day care centers.
Authorizes a member to obtain up to three years of service credit for prior paid police service within the United States with an accredited police agency outside of the state of New York; requires a member to have at least five years of credited service to be eligible to receive such credit.
Expands the definition of mental health care provider to include licensed mental health counselors and licensed marriage and family therapists, for purposes of certain sex offenses committed during a treatment session, consultation, interview, or examination.
Authorizes one percent of mobile sports tax revenue be used for problem gambling, one percent for youth sports and education funding, and one percent for youth team sports funding.
Directs the division of criminal justice services to establish a program for the care of retired law enforcement dogs which shall cover the cost of veterinary care for retired law enforcement dogs for the remainder of the lifetime of such dogs.
