Relates to compensation for directors of the regional off-track betting corporation; requires off-track betting corporations located within Genesee County to report on actual use and implementation of the approved marketing promotion plan from the previous year, which shall include the name and address of each person receiving any promotional item or thing of value in excess of fifty dollars.
Establishes a health care proxy registry within the department of health to maintain the health care proxies of persons electing to submit proxies to such registry and to provide access thereto by attending health care providers and the principal of the health care proxy.
Directs the commissioner of motor vehicles, in cooperation with the New York state board of elections, to ensure that no persons who are not eligible to register to vote within the state are registered to vote by the actions of the department.

Provides certain legal protections for reproductive health service providers who provide legally protected health activities including protection from extradition, arrest and legal proceedings in other states relating to such services; restricts the use of evidence relating to the involvement of a party in providing legally protected health activity to persons located out-of-state.
Establishes differential payment rates for child care services provided by licensed, registered or enrolled child care providers for providers providing care to children experiencing homelessness, child care providers providing care during nontraditional hours, or in other situations deemed appropriate by a local social services district.
Relates to pretrial mental health and substance abuse evaluations and treatment for certain defendants; establishes the pretrial mental health and substance abuse services bail fund.
