Prohibits the state liquor authority from conditioning a liquor license based on a cabaret law that has been repealed by a local jurisdiction or social practice or behavior otherwise allowed and not prohibited or banned by state or local law.
Provides voting materials in French and Creole; requires translators in French and Creole in the city of New York at polling places in subdivisions where more than five percent of the citizens of voting age speak the language of French and/or Creole and are limited-English proficient.
Requires the division of criminal justice services to establish a policy prohibiting police agencies from using chemical weapons and kinetic energy munitions on civilian populations and from acquiring and stockpiling such weapons or munitions.
Provides that the contractor who performed the construction work which results in an illegal conversion of a housing unit shall be held liable for monetary penalties related to such illegal conversion, rather than the residents; provides that the owner of the building shall be held liable if such person knew or should reasonably have known that the construction was being done without prior approval by the department of buildings and without the required permits.
Increases the total dollar amount of outstanding parking tickets required to trigger vehicle removal and impoundment in New York city to $550 and deems the owner a scofflaw.
Establishes the offenses of political coercion in the second degree, political coercion in the first degree and accomplice to political coercion relating to the transportation of a person into the state for political or publicity reasons or personal gain.
