Enacts the "solar panel collection act" to require manufacturers of solar panels to collect such panels when they are taken out of use; requires educational outreach relating thereto; establishes collection goals therefor; requires reporting of collection efforts.
Directs the commissioner of health to conduct a study on the rates of reimbursement made through the New York state Medicaid durable medical equipment, orthotics, prosthetics and supplies program for rate adequacy and patient access.
Enacts the New York state nursing shortage correction act; establishes the New York state nursing recruitment incentive and retention program; defines terms; provides for tuition benefits and the reimbursement of student loans if a person is a registered and licensed nurse; provides that SUNY and CUNY shall pay for a person's education if such person signs a contract stating that he or she shall work in New York state as a registered nurse; makes related provisions; establishes the New York state nursing recruitment incentive and retention account.
Enacts the "omnibus emergency services volunteer incentive act" to provide benefits to volunteer firefighters and ambulance workers; increases the personal income tax deduction after four or more years of service; exempts motor vehicles used in the performance of such volunteers' duties from registration fees, use taxes and special fees for volunteer license plates; authorizes the provision of municipal health insurance coverage to such volunteers; establishes a volunteer recruitment service loan forgiveness program.
Relates to prohibiting civilian drone use within 1000 feet of a correctional facility except when in use under the Federal Aviation Administration's authorization.
Prohibits school bus parking on city streets on weekdays between the hours of 5 p.m. and 5 a.m. and on weekends from 5 p.m. on Friday to 5 a.m. on Monday.
Requires the department of agriculture and markets to post the results of its graded inspections of retail food stores on their website and provide information as to where a customer may file a consumer report.
Exempts service as a farm laborer where such service is an internship granting college course credit from the definition of employee and employment for the purposes of certain workers' compensation benefits.
Provides for unlisted telephone directory numbers without charge, for victims of domestic violence for whose benefit an order of protection has been issued by a court of competent jurisdiction.
Authorizes the New York city transit authority to contract with mass transit entities including the Long Island Rail Road and the Metro-North Commuter Railroad Company to provide a minimum twenty-five percent discount for college students.
Enacts the "Endoscope Reform Act"; requires the commissioner of health to promulgate rules and regulations to govern the practice of all upper endoscopic procedures and to prescribe an upper endoscopic patient's bill of rights.
Requires approval by 2/3 vote of membership of the senate and assembly voting separately to increase or decrease any tax rate, impose a new state tax, extend or delete existing state tax.
