Establishes new targets for offshore wind electricity generation; includes the requirements that there is at least 15 gigawatts of offshore wind electricity generation by 2040, at least 18 gigawatts of offshore wind electricity generation by 2045 and at least 20 gigawatts of offshore wind electricity generation by 2050.
Establishes Eid al-Fitr and Eid al-Adha as school holidays, with dates established by religious law and tradition; allows for school districts and municipalities with a population of less than fifty thousand to opt into the recognition of such holidays.
Requires electric companies to provide alternative measures to ensure customers with documented need for essential electricity for medical needs have access to electricity during power outages; requires electric companies to provide generators or lodging for such individuals and transportation for medical devices.
Relates to allowing the possession and sale of electronic dart guns and electronic stun guns for self-defense; adds such weapons in the definition of obstructing governmental administration by means of a self-defense spray device.
Provides a reimbursement to small businesses and residential consumers of certain utilities for failure to provide contracted services; requires the Long Island power authority to do the same.
Requires the results of any outage management system stress test conducted in the state by a utility company to be posted online and such results to be sent to the temporary president of the senate, the speaker of the assembly and the chairs of the senate and assembly standing committees on energy.
Requires a joint report by the state board of elections and state education department concerning the safety of students and staff at schools used as polling places for elections.
Directs the commissioner of education, in conjunction with the superintendent of state police and the commissioner of the division of homeland security and emergency services, to establish standards for the security and safety of school grounds.
