Prohibits approved organizations providing coverage under the child health insurance plan from discriminating against health care providers which do not participate in the organization's health care network.
Provides for securities fraud whistleblower incentives and protections; defines terms; grants whistleblower awards for one or more whistleblowers who voluntarily provide original information to the attorney general that was the basis for a successful covered enforcement action; protects whistleblowers from retaliation; authorizes the attorney general to adopt any necessary rules and regulations; makes related provisions.
Authorizes the application of topical fluoride varnish to a child's teeth by a parent or legal guardian provided that such application is done under the direction and supervision of a licensed practitioner.
Authorizes up to two percent of mobile sports tax revenue, but not more than twenty million dollars, be used for youth team sports funding to be distributed by county youth bureaus, city of New York's department of youth and community development, and an organization which supports and invests in programs that use sports as a vehicle for youth development and social change.
Relates to welfare, medical, and retirement plans provided by a horsemen's organization in the absence of contractual obligations; provides in the absence of a contract between the licensed harness racing corporation or association and the representative horsemen's organization, the state gaming commission shall require such corporation or association to pay to the horsemen's organization an amount determined in accordance with the previously negotiated contract for welfare, medical, or retirement plans, including any associated costs, provided by the horsemen's organization to participants in racing at the licensed harness racing facility; provides the amounts shall be paid monthly from the horsemen's gross purse enhancement amount from video lottery gaming.
Prohibits participation in torture of incarcerated individuals by health professionals; prohibits a health care professional from engaging, assisting or planning the torture of an incarcerated individual; requires health care professionals to report torture.
Requires the department of health to enter into a contract with an entity experienced in maintaining genealogical research databases for the digitalization and indexing of certain vital records.
Clarifies provisions regarding the use of crossbows for hunting, allowing the department of environmental conservation to allow the use of crossbows for the taking of big game in any area long bows are permitted.
Authorizes members or officers of the state police who were previously firefighters receive credit for such previous firefighter service for the purposes of retirement.
