Establishes the standardized human-trafficking recognition training program for private transportation services employees; requires private transportation services to require all employees to undergo a human-trafficking recognition training program established by the division of criminal justice services and the office of temporary and disability assistance in consultation with the department of transportation and the New York state interagency task force on human trafficking.
Extends the statute of limitations to bring a claim arising out of an alleged sexual offense by a law enforcement officer if the alleged offense occurred while the officer was employed by a law enforcement agency.
Provides for increased independence of the office of state inspector general; requires annual reports to the legislature on the activities of the office.

Relates to permitting support to a vulnerable elderly person testifying in grand jury proceedings; allows a social worker or informal caregiver to accompany a vulnerable elderly person testifying in a grand jury proceeding, concerning any type of offense, provided that the district attorney consents.
Requires each institution within the state university of New York and the city university of New York offering in-person student instruction to have at least one vending machine making emergency contraception available for purchase.
Relates to decreasing the length of the suspension period applicable to certain individuals who lose their jobs due to a labor dispute, such as a strike, and who seek to obtain unemployment insurance benefits; decreases the suspension period from two consecutive weeks to one week; provides that the waiting period and suspension period shall be served concurrently.
Provides that the tax on premium cigars shall be at the rate of seventy-five percent of the wholesale price or fifty cents, whichever is less, and is intended to be imposed only once upon the sale of any premium cigars; defines "premium cigar"; provides for the repeal of such provisions upon expiration thereof.
