Enacts the tropical rainforest economic & environmental sustainability act requiring that companies contracting with the state do not contribute to tropical forest degradation or deforestation directly or through their supply chains; establishes the supply chain transparency assistance program to assist small and medium-sized businesses and minority and women-owned businesses in achieving compliant supply chains.
Amends provisions relating to public campaign financing; changes certain thresholds and procedures; permits retention of matching funds for future use; specifies when a candidate is opposed by a competitive candidate; requires a disclosure on political communications.
Relates to establishing the "340B prescription drug anti-discrimination act"; prohibits pharmaceutical manufacturers and pharmacy benefit managers from discriminating against covered entities and New York state pharmacies based on participation in the drug discount program authorized by section 340B of the federal public health service act.

Enacts the bucks for boilers act, which creates a program to aid in transition of housing units to electric heat pumps and other high energy efficiency upgrades.
Establishes a student mental health apprenticeship retention and training (SMART) internship grant program; prescribes conditions for the administration of the student mental health apprenticeship retention and training (SMART) internship grant program; requires the promulgation of necessary rules and regulations.
Requires the cannabis control board to provide notice to state legislative representatives upon receipt of application for an adult-use cannabis retail dispensary or on-site consumption license in their district.
Authorizes application of the property tax abatement for rent-controlled or rent regulated properties occupied by senior citizens or disabled persons, to those units occupied by tenants paying the maximum allowable rent when such rent exceeds 1/2 of the household income; provides for state payments to cities affected thereby equal to 10% of lost real property tax revenue.
Requires at least $8,500,000 credited to the spinal cord injury research trust fund from the mandatory surcharges and crime victim assistance fees required in certain vehicle and traffic cases.
