Requires fashion sellers to carry out environmental due diligence for the portions of their business related to wearing apparel, footwear or fashion bags, including wearing apparel, footwear or fashion bags produced as a private label; establishes a fashion remediation fund.
Creates the office of expungement and automatic sealing within the division of criminal justice services to oversee the sealing and expungement of certain convictions.
Requires the disclosure of certain information when an agency responds to a request for law enforcement disciplinary records, including information a victim alleges regarding sexual misconduct.
Relates to the health, safety and human rights of incarcerated pregnant individuals, incarcerated birthing parents and their children; requires the commissioner of corrections and community supervision to establish rules and regulations relating to conditions in institutions and correctional facilities and the treatment and care of birthing parents in such institutions and facilities.
Enacts the New York child data privacy protection act to prevent the exploitation of children's data; requires data controllers to assess the impact of its products on children for review by the bureau of internet and technology.
Establishes the New York children's online safety act; requires operators of covered platforms to conduct age verification to determine whether a user is a covered minor; requires operators of covered platforms to utilize certain default privacy settings for covered minors; requires operators of covered platforms to require parental approval of certain activity related to a covered minor's covered platform account.
Directs the commissioner of health, in conjunction with the commissioners of mental health and veterans' services, to conduct a study on the use of ibogaine as a treatment for post-traumatic stress disorder, and the increasing rate of PTSD diagnoses in veterans and first responders.
Empowers the office of fire prevention and control to, in coordination with the commissioner of the office for people with developmental disabilities and the chief disability officer, provide minimum basic training related to handling emergency situations involving individuals with any physical and/or developmental disability to all firefighters.
Provides for the inclusion of a faculty or staff member on the board of trustees of community colleges elected by and from among the faculty and staff of the college.
Establishes an excise tax on alcoholic beverages to be imposed on persons who sell alcoholic beverages on the premises or off the premises at retail; directs revenue from such tax to be deposited into the New York state drug treatment and public education fund.
Authorizes the commissioner of health to establish standards for approval of onsite overdose response services; requires nightlife establishments, sporting or event centers, theaters, concert venues, and amusement parks to maintain a supply of opioid antagonists; provides that emergency use of opioid antagonist is covered by good Samaritan law.
