Creates parity for incarcerated individual telephone services for international calls to family members outside continental United States, Canada, U.S. Virgin Islands, Puerto Rico, Guam or Central Northern Mariana Islands by requiring identical restrictions on the duration or number of phone calls and use of unit or facility phones made available to incarcerated individuals who are calling family members who are not outside continental United States, Canada, U.S. Virgin Islands, Puerto Rico, Guam or Central Northern Mariana Islands.
Establishes the "New York state lead-safe renovation, repair and painting act"; establishes standards for lead-safe renovation, repair and painting of residential properties; requires documentation of compliance with such standards.
Allows for treatment costing less than $1,500 to be done without prior approval, and more clearly defines the list of "pre-authorized procedures" as a floor on treatment as opposed to its current status as a ceiling; allows non-network providers of testing to be compensated at the provider network rate negotiated by the carrier.
Enacts the "Renewable Capitol act"; requires the office of general services, in consultation with the power authority of the state of New York, to ensure that all operations that power, heat or cool the empire state plaza complex shall entirely use renewable energy systems; requires the office of general services to establish an advisory committee to advise the office of general services on the preparation, design and content of a plan for the use of renewable energy systems.
Provides for the regulation of indoor and outdoor worksites with temperature protection standards and education, training and reporting requirements to ensure that employers provide safe conditions for their employees.
Establishes the New York state museum partnership trust to serve as a focal point for the receipt and administration of private gifts, devises and bequests of real and personal property donated to further historic preservation, advance cultural education, and enhance the state museum; makes an appropriation of $250,000 for the hiring of an executive director of the trust.
Prohibits telephone corporations from charging a caller any increased rates, charges, or fees for long-distance or other calls without first notifying such caller.
Establishes a license to sell liquor at retail for consumption on premises in a cigar lounge; defines "cigar lounge"; requires cigar lounges to provide written notification warning employees of the dangers of exposure to tobacco smoke.
Directs the division of criminal justice services to study, evaluate, and make recommendations concerning instances of police brutality in the city of Rochester.
