Enacts the state and local government food waste prevention and diversion act; requires facilities generating excess food waste to take measures to minimize such waste.
Relates to the exercise of powers and duties of the board of elections of the city of New York and its executive management; provides for equal representation among certain employees of the board of elections; relates to qualification and removal of certain employees of the board of elections.
Relates to flexible working arrangements; provides that employees may submit a request for flexible working arrangements in good faith; requires the employer to notify the employee of the decision; prohibits employers from retaliating against employees for exercising rights under the section.
Requires school districts to screen for gifted and talented students; provides the parents or guardians of such students the option to opt out of such screening.
Requires hospitals to provide language assistance services to a patient or a patient's assistant for communication of clinical and other information, including but not limited to health care, billing and making appointments, to ensure effective communication; provides that such interpreter may be a qualified interpreter, volunteer or medical personnel at such hospital; provides for such services to be available at all locations during all times that patient care is available; provides that translations of frequently used forms essential to a patient's care and treatment be available in all of the hospital's primary languages; provides for training of those providing interpretation services; requires the hospital to submit to the commissioner an annual report assessing compliance; defines primary language and patient visits.
Enacts the "gender identity respect, dignity and safety act"; relates to the treatment and placement of incarcerated individuals based upon gender identity; requires that incarcerated individuals in state and local correctional facilities who have a gender identity different from their assigned sex at birth be addressed and have access to commissary items, clothing and other materials that are consistent with the person's gender identity; establishes that incarcerated individuals shall be presumptively placed in a correctional facility with persons of the gender that most closely aligns with such person's self-attested gender identity unless the person opts out of such placement.
Prohibits the use of state aid by colleges and universities to fund or provide membership in academic institutions that are boycotting a country or higher education institutions of a country.
Requires the administration and the instruction in preparation of the TASC examination in the Chinese and Korean languages for pupils who are proficient in these languages and of limited English proficiency.
Allows a U.S. citizen, who is seventeen years of age, to vote in a primary election, including presidential, if he or she will turn eighteen by the date of the corresponding general election.
Relates to providing information to patients and the public on policy-based exclusions; requires the commissioner of health to collect from each health care facility a list of its policy-based exclusions and publish such information on the department's website.
Relates to party committee and constituted committee contribution and receipt limits; reduce the annual contribution limits to political parties or constituted committees from $62,500 to $25,000, which shall include contributions to party housekeeping accounts.
Requires employers of retail, food service or cleaning employees to give such employees 7 days' notice of their work schedule and a month's notice of the minimum hours of work; provides a private right of action to employees who are aggrieved by certain violations of such provisions.
