Removes the requirement that families consent to, and cooperate with the department of human services in establishing paternity and enforcing child and medical support orders as a condition of eligibility for childcare assistance.

Establishes a task force managed by the children's cabinet to develop recommendations to improve access to early intervention and early childhood special education services.
Requires all public schools to screen students for behavioral health concerns by June 30, 2025, and thereafter, all students in the third grade, eighth grade, and students who enroll from a district outside of the state.
Establishes a one-year pilot outreach and tracking program at two public high and middle schools to address issues of asthma and attendance among students.
Requires RIDE to develop type 1 diabetes informational materials for the parents and guardians of students that will be posted publicly on RIDE's website.
Allows municipalities participating in the state prekindergarten program to accept students from outside the municipality under certain conditions and establishes a lottery for enrollment in the program.
Outlines the requirements and process for LEAs to get written parental consent before conducting an evaluation or making an initial placement of a student in a special education program of services.
Directs the department of elementary and secondary education to establish a two (2) year pilot outreach and tracking program at two (2) public high schools.
